CST Certificate

Saudi CST certification (formerly CITC certification) is fundamentally a mandatory market access requirement for communications and information technology equipment. Starting from February 12, 2025, certification applications have been uniformly transferred to the SABER platform for processing and are no longer accepted through the original CITC portal.

Products under CST Scope:

① Wireless Communication Equipment: Such as mobile phones, tablets, laptops, smart watches, wireless earphones, etc.

② Mobile Network Equipment and Customer Premises Equipment (CPE): Such as routers, wireless access points (APs), gateways, etc.

③ Cellular IoT Devices: Such as GPS/radar devices, satellite phones, radio navigation equipment, vehicle trackers, etc.

Documents/Information Required for CST:

○ Test reports issued by an ISO/IEC 17025 accredited laboratory (Safety (Specific Absorption Rate) + EMC + RF + RoHS)

○ Product photos and label photos

○ User manual (instructions)

○ Product specifications and parameters

○ Declaration document (Template can be inquired/downloaded from quality management platforms)

CST Certification Process:

  1. Prepare Documents: Gather the required application documents based on the product type.

  2. Submit Application: The Saudi importer or manufacturer creates an account and submits the application on the SABER platform.

  3. Technical Review: The certification body (i.e., the SABER Certified Body, such as ASTC) reviews the submitted documents to assess their completeness and compliance.

  4. Feedback and Correction  ((if needed): If issues are found in the application, the certification body provides feedback, and the applicant makes the necessary modifications and improvements.

  5. Certificate Issuance:Upon successful review, the certificate is issued through the SABER platform.

Important Notes:

Relationship with SASO: The Saudi Standards, Metrology and Quality Organization (SASO) oversees the overall conformity assessment procedures for many products in the Saudi market. Although CST certification is now integrated into the SABER platform, other SASO requirements for customs clearance (such as energy efficiency labeling, SASO IECEE Recognition Certificates, etc.) may still apply. Your product might need to comply with both CST and SASO requirements.
